RE: Case #SH-1995-013 - Enhanced Patrol Protocols

EFFECTIVE IMMEDIATELY:

Following the events of October 12-14, 1995, and the thirteen victims discovered at multiple locations throughout Harvest Hills, the following protocols are now in effect:

1. CURFEW ENFORCEMENT: Mandatory curfew for all minors from sunset to sunrise. No exceptions. Parents will be held liable for violations.

2. SYKES PROPERTY: The property at ████ Miller Creek Road is to be treated as an active crime scene indefinitely. NO ENTRY without authorization from Detective Kirby or Detective Taylor.

3. SYMBOL REPORTING: Any triangular symbols found drawn, painted, or carved on property must be photographed, documented, and reported immediately. Do not attempt to remove or destroy these markings. Evidence suggests they may be ████████████.

4. SUSPECT DESCRIPTION: Individual known as "Mr. Shiny" believed to be Leslie Sykes, W/M, age 34, 5'11", 170 lbs. Suspect should be considered EXTREMELY DANGEROUS. Witnesses describe suspect as having an unusual reflective quality to skin, possibly due to ████████. DO NOT APPROACH ALONE.

5. MISSING PERSONS: Any missing person report from Harvest Hills area is to be treated as CRITICAL. Standard 24-hour waiting period is waived. Immediate search protocols to be initiated.

6. OCTOBER 12 SIGNIFICANCE: Evidence suggests October 12 holds ritual significance for suspect. Annual increased patrols on this date going forward. All leave requests for October 10-14 are denied.

7. VICTIM PATTERN: Suspect appears to be targeting ████████████████████. The number thirteen appears significant - thirteen victims, thirteen symbols at scenes, events occurring at intervals of thirteen.

8. MEDIA BLACKOUT: No information regarding the ritualistic nature of these crimes is to be shared with media. Official statement remains "isolated incidents under investigation."

ADDITIONAL NOTES:

Consultation with Cal Tech astronomer Dr. Joseph Terry indicates October 12, 1995 coincided with unusual celestial alignment. Significance unknown but potentially related to suspect's motivation.

FBI Behavioral Analysis Unit has been contacted. Profile pending.

State occult crime specialist consulted - reported this matches no known ritual pattern. Appears to be unique pathology.

Remember: The safety of Harvest Hills residents is our primary concern. The suspect has demonstrated ability to ████████████████ and should not be underestimated.

Any officer requiring counseling following exposure to crime scenes should contact department psych services. This is not a sign of weakness.
